This session was presented by Fraser Smith, policy lead with Scottish Care. Fraser took us through what Ethical Commissioning is.

Fraser advised us that Scottish Care concluded it’s year-long research project into ethical commissioning. We discussed the capabilities of commissioned services and the experiences of people and communities.

Fraser Smith has been with Scottish Care since October 2023, working as their dedicated Policy Lead for Ethical Commissioning and Procurement and overseeing Scottish Care’s research project. With a passion for a capabilities approach to achieving systemic change, his advocacy aims to advance equity by transforming ways of thinking and institutional practices so that communities can expand their capability.
Fraser engages closely with independent providers of adult social care, and their commissioning bodies, to understand the challenges and opportunities across the sector and determine the feasibility of ethical commissioning principles. In support of the co-design and implementation of ethical commissioning, he has also been working to advance the ethical agenda as an ongoing member of the Scottish Government’s Adult Social Care Workforce Ethical Commissioning Working Group, Procurement Short Life Working Group, and IRISS’ Ethical Commissioning Learning Partners Group.
